Enterprise Products Partners (Enterprise) and Enbridge Inc have announced plans to design, construct and operate a new pipeline to transport crude oil to the Texas Gulf Coast. The Wrangler Pipeline, which will originate at the existing Enbridge Cushing Terminal, will have an initial capacity up to 800,000 bpd of crude oil and accommodate the constrained medium-to-light crude oil currently stranded at Cushing. It will extend 500 miles southward to Enterprise’s ECHO crude oil storage terminal in southeast Harris County, Texas. The 36 in pipeline’s design will allow for easy expansion and the new storage tankage necessary for pipeline operations will be located at the ECHO site. The project will also include a new 85 mile pipeline to the Beaumont/Port Arthur refining center. Enbridge will manage construction of the project, which will be operated by Enterprise. Expected completion is mid-2013, pending regulatory approvals and sufficient long-term commitments from shippers.
