The U.S. State Department has said it will decide in the first quarter of 2011 whether it will approve another TransCanada Corp. pipeline to bring crude from Alberta’s oil sands to the Gulf Coast refineries. The capacity of the project, which would add a second pipeline to the existing Keystone system, would double if approved, but if the State Department commissions further studies at the request of environmentalists and some lawmakers, TransCanada could miss its planned 2013 opening date. The new pipeline would transport ultra-heavy crude from Alberta to Steele City, Nebraska, and eventually to the U.S. Gulf Coast. The American Petroleum Institute, a trade association that sets the guidelines for pipeline construction, has said that its specifications do not specifically address the chemical makeup of Alberta oil sands crude.
